Illegal stealing electric power in the Philippines

There is a big problem here in the Philippines is with people stealing electric power from the main service supplier and my friends place is no exception to the rule. My friend did put an illegal stealing electric conation of power in to there house with out the knowledge of his father-in-law knowing but he is the one that will get the problem even thought its not is fault. He has now had this illegal electric for 3 years, but now they have new electric meters one for each floor of the house. The power pupply in Baguio city is not the best in the Philippines at all, some times its only 96 volts when I test it with my electric meter.
The daylight robbery of electric power by some unscrupulous people makes it hard for the rest of the good Pinoy community who have to shoulder the cost of this illegal activities and crocked behavior.
